Several nations have signed the declaration of Human Rights, but not all have ratified it. And even those who have, do not always live up to it.
Incorporating Human Rights into the laws of the nations is a start, but it does not guarantee that they will abide by them.
The main resistance comes from the Governments themselves, even when they pay lip service to HR, their willingness to ensure them is lacking. Power distorts your values, makes you more likely to break the rules and claim that they simply do not apply to you.
One way that Governments routinely subdue the public is by taking away their rights. The only way to reverse this, is by claiming these rights and defending them, despite resistance.
